By absorbing growth within existing communities, infill provides for the efficient use of infrastructure and services, and reduces growth pressure on rural areas and open space.

Urban areas often have open and underutilized parcels as a result of uneven development. Infill provides an opportunity to grow within existing and adequate infrastructure, enhancing walkable area connections and continuity of streetscapes, and, on a larger scale, incorporating new and mixed uses and increased density.

Identify, designate and promote infill zones that:

  • Incorporate underused and vacant land parcels and developments;
  • Encourage mixed use and compact development;
  • Increase densities to support transit and/or district centers; and
  • Achieve a wider variety of commercial services and public amenities.
